What you would do in this job
Associate Service Analyst:
- Collects, validates, and analyzes data regarding ridership, on-time performance, maintenance, and other measures.
- Assists Analysts, Transit Planners and the Service Development management team in performing analyses.
- Gathers, analyzes and summarizes ridership/on-time performance/running time data from various sources to help determine the need for modifications and preparation of quarterly diagnostic reports.
- Proposes changes in one or more of the following: frequency, running time changes, or operations for Service Analysis team to review.
- Performs routine reporting tasks.
- Assigns articulated buses to maximize capacity while minimizing costs.
- Evaluates and responds to issues, investigates failures and cleans data.
- Provides on-going analysis of performance before and after evaluation of changes.
- Performs field work which may include riding transit for assigned service changes.
- Attends staff and other departmental meetings and assists in special projects.
Service Analyst:
In addition to the tasks outlined for the Associate Service Analyst…
- Monitors on-time performance, ridership/loading, and other service quality measures for a set of assigned routes in order to respond to operational issues and recommend projects for the divisional work plan.
- Plans and prepares schedule change recommendations including documentation of the data sources, results of analyses and expected outcomes.
- Designs and executes documents to summarize and clearly present the data needed for the Service Development division’s decisions.
- Investigates inconsistent and irregular data and interprets and edits data as needed.
- Initiates and performs further research where needed to provide specific information.
- Interacts with internal customers to discuss service performance issues and communicate departmental actions.
- Responds to internal and external customer concerns about existing service.
- This position provides work direction to Associate Planners/Analysts and Restricted Duty or temporary employees.
Senior Service Analyst:
In addition to the tasks outlined for the Service Analyst…
- Assigned routes are major/complex with greater responsibility in volume of service responsible for.
- Develops recommendations for service changes to support the delivery of cost-effective service that meets Metro Transit’s objectives. Routes and projects assigned are most complex; recommendations are developed largely independently and can usually be approved with little or no feedback/revision.
- Provides senior level project management of assigned responsibilities.
- Leads interaction with internal and external stakeholders to gather input, share expertise, and communicate departmental actions.
- Carries out components of routine department and agency processes to support the delivery of quality service and customer information. Results are highly creative and cost-effective.
- Develops and executes ad hoc analyses as assigned to address unique needs. Projects and analyses assigned are the most complex and may require developing new data sources or methodologies.
- Develops and documents new analysis techniques and/or processes. With manager, train new staff on specific functions. Oversee the work of Interns and less experienced staff on a project basis.

Any of the following combinations of education in urban studies, transportation, planning, geography, statistics or related field, and professional experience in transportation, planning, or analysis:

Desired Qualifications:
- Experience using GIS tools to display information and conduct analysis, preferably on transit/transportation projects.
- Exposure to data analysis tools (Power BI, web interfaces) and transit planning tools (Remix, local-based data).
- Knowledge of principles and practices of transit/transportation planning for local routes, commuter routes, BRT, and microtransit.
- Experience in planning, analyzing, and interpreting data for transit/transportation projects.
- Experience and skill in presentations and public speaking with ability to tailor material for different audiences.
- Experience as a regular transit user.
- Knowledge of Twin Cities geography and Metro Transit and regional routes are strongly encouraged.
Knowledge, Skills and Abilities:
- Knowledge of public transportation dynamics – economic and political – or proven ability to quickly gain this knowledge.
- Intermediate skills in MS Word and Excel, ability to perform technical analysis using spreadsheet and database programs.
- Demonstrated knowledge in statistics and analytical information.
- Demonstrated knowledge in project management.
- Skill in problem solving and deduction.
- Ability to communicate effectively in both verbal and written form.
- Ability to interact directly with riders and the general public.
- Ability to work well with others, particularly in coordinating/team roles.
- Ability to work flexible hours, including nights and weekends on occasion.
- Ability to analyze and interpret Council policy and apply it effectively in the policy analysis or development process.
